1. About PlanLeads
PlanLeads is operated by PLANLEADS LIMITED, a company registered in England and Wales (company number 17196280), registered office 12 Iris Avenue, Glen Parva, Leicester, England, LE2 9JJ ("PlanLeads", "we", "us", "our"). References to PlanLeads throughout these terms mean PLANLEADS LIMITED.
PlanLeads provides a subscription-based lead generation service that monitors UK council planning registers and delivers matching planning application data to construction businesses via email and an online account dashboard. As part of the service, we also print and post a leaflet — branded with your business details — to the property of each matched planning application on your behalf. All planning data is sourced from public records under the Open Government Licence v3.0.
2. Subscription & billing
Subscriptions are billed monthly in advance. Your monthly price is the sum of the individual prices of your claimed districts — each district is priced according to its pricing band at the time of signup, with the most expensive district charged at full price and every other district discounted — and is fixed at the rate in place at the time of signup. Subsequent changes to district bands or band prices do not affect an existing subscription.
You can cancel, change your payment method, or view invoices at any time via the Account Settings page. Cancellation takes effect at the end of your current billing period — you keep dashboard access and your exclusive territories until then, after which the territories are released. We do not offer partial refunds for the current billing period. (Deleting your account instead — see Section 4 — cancels and removes access immediately.)
Payments are processed securely by Stripe. We do not store your card details.
Prices shown are the total price payable — we are not currently VAT registered, so no VAT is added.
You confirm you are entering into this agreement in the course of a business, trade, or profession, and not as a consumer. Accordingly, the Consumer Rights Act 2015 and the Consumer Contracts (Information, Cancellation and Additional Charges) Regulations 2013 do not apply to this agreement.
3. Use of lead data
Planning application data provided through PlanLeads is licensed under the Open Government Licence v3.0 and may be used for legitimate business purposes, including identifying potential clients.
You must not use the data in a way that:
- Contacts named planning applicants directly without their consent
- Violates UK GDPR, the Privacy and Electronic Communications Regulations (PECR), or the CAP Code
- Implies any official relationship with a local authority
- Involves reselling the raw data without added value
Where you send direct mail to properties identified through PlanLeads, all communications must be addressed to "The Property Owner" or "The Homeowner" — never to a named individual.
As part of the service we post leaflets to matched properties on your behalf, addressed to "The Homeowner" and branded with the business details you provide (company name, contact details, logo and description). You are responsible for ensuring the business details and branding you supply are accurate, lawful, and not misleading, and you authorise us to print and post them on your behalf. We may decline to send material that we reasonably believe breaches these terms or applicable law.
Other than the leaflet service we provide on your behalf, you are solely responsible for how you use planning application data supplied through PlanLeads, including any further marketing, contact, or record-keeping you carry out — you act as the data controller for that activity and are responsible for your own compliance with UK GDPR and PECR. We are not liable for your use of the data outside the leaflet service.
4. Your account
You access your account via a link sent to your registered email address — no password is required. You are responsible for keeping your email account secure.
Your account dashboard lets you view your matched leads, update their status, add notes, track leaflet delivery, manage the business details and logo printed on your leaflets, preview your leaflet, download your data, and manage your subscription. You may delete your account at any time from Account Settings — this will cancel your subscription and permanently delete all your data.
5. Intellectual property
The PlanLeads platform, dashboard, matching engine, and the "PlanLeads" name and branding are owned by PlanLeads and may not be copied, reverse-engineered, or reused without our written consent. You retain ownership of your own logo, company name, and business details; by submitting them you grant us a licence to reproduce them on leaflets and in your dashboard for the purposes of the service.
6. Suspension and termination
We may suspend or terminate your access immediately, without refund, if you breach these terms — including misuse of lead data, submission of unlawful or misleading branding, or non-payment — or if we reasonably believe your use of the service is unlawful. Where practical we will give you notice and an opportunity to remedy the breach first.
7. Events beyond our control
We are not liable for any delay or failure to perform caused by events outside our reasonable control, including outages or failures of council data sources, our payment processor, our print-and-mail provider, Royal Mail or other couriers, or our hosting providers.
8. Service availability
We aim to deliver monthly leads updates reliably, but we do not guarantee a specific number of leads per update. Lead volume depends on planning application activity in your area and council data availability. If a council API is temporarily unavailable, affected leads may be delayed to the following update.
9. Limitation of liability
PlanLeads is a data aggregation and delivery service. We are not responsible for the accuracy or completeness of individual council planning records.
We are not liable to you for any indirect or consequential loss, loss of profit, loss of revenue, loss of anticipated savings, or loss of business opportunity — including losses arising from reliance on lead data, failure to win contracts, or service interruptions.
Subject to the above, our total liability to you arising out of or in connection with this agreement, whether in contract, tort (including negligence), or otherwise, will not exceed the total fees you paid us in the 6 months preceding the event giving rise to the claim.
Nothing in these terms excludes or limits our liability for: (a) death or personal injury caused by our negligence; (b) fraud or fraudulent misrepresentation; or (c) any other liability which cannot be excluded or limited by law.
10. Changes to these terms
We may update these terms from time to time. We will notify active subscribers by email of any material changes at least 30 days in advance.
If you do not agree to a material change, you may cancel your subscription before it takes effect in accordance with Section 2.
11. Governing law
These terms are governed by the laws of England and Wales. Any disputes shall be subject to the exclusive jurisdiction of the courts of England and Wales.
